Walking by Lake Monona today I saw crews working on a raft within Lake Monona, inside a man made bay of some type.

Anybody know what this is for?

I think they're putting up barriers around the discharge area for the MG&E Power Plant on Blount Street. The hot water gets released in that area and the water usually does not freeze, or is very thin and dangerous.
