This is a Solar Halo, a Solar Ring, or Icebow. It is refracted sunlight by ice crystals in cirrus clouds in the upper atmosphere. It produces a 22 degree ring around the sun.
This was shot from my backyard in SW Roanoke County. It was shot with a Canon 40D camera, with a Tamron 11-18mm wide zoom lens. The lens was set at 11mm. Exposure was in manual (as it always is), set at ISO 400, with shutter speed at 1/2000 sec, f-stop at 22.
