US Supreme Court lecture inferior courts about handling prose or proper litigants. They ignored their teaching in a case against the State of Florida. The issue is whether a State can Terminate Parental Rights in a Civil Trial. The Court received a Notice of Appeal, $300 check and Motion for Enlargement of Time but they denied Certiorari because the word was not used on any document. The fee is for Certiorari.
